As a bridge linking Taiwan’s industries and technologies with the international community, ITRI aims to connect with the global innovation and technology ecosystem, enabling Taiwan’s research institutes and industries to align with global trends. In addition to actively participating in international organizations to keep abreast of innovation policies and technological developments worldwide, ITRI promotes Taiwan’s scientific research capabilities and industrialization strengths to the global market, building technology cooperation platforms in key countries and regions. Grounded in industry needs, ITRI also fosters collaboration with international research institutions that offer complementary technological advantages, laying out opportunities in diverse emerging industries and technologies, and continuously injecting momentum for industrial innovation.

ITRI’s international cooperation is advanced through six strategic missions—technology introduction, technology collaboration, industrial innovation, market expansion, brand presence, and talent recruitment. By leveraging global resources and forging alliances with strategic partners, ITRI creates win-win synergies and works toward a sustainable future.

Target frontier technologies, connect global resources and talent, benchmark leading international RTOs, and address the needs of ITRI’s research divisions. Focus on key technologies in emerging fields and strengthen ITRI’s presence in global innovation ecosystems and international organizations across industry, academia, and research. Emphasize the integration and application of technologies in emerging industries to enhance the innovation capacity and competitiveness of domestic industries. Leverage technology export channels and overseas validation opportunities to align with international market needs. Elevate international brand influence and reinforce connections with local clients. Link ITRI’s overseas offices with local networks to facilitate two-way talent exchange and attract outstanding global talent.
ITRI successfully attracted three leading global companies to establish R&D centers and launch decade-long collaborations. These efforts developed and verified a 12-inch wafer bonding process, introducing low-temperature hybrid bonding into Taiwan’s semiconductor industry. Together with Japan’s Tokuyama and Taiwan’s Tsukuba Technology, ITRI set up a joint lab, introducing Tokuyama’s powder processing equipment and combining it with ITRI’s testing platform. This strengthened Taiwan’s compound semiconductor material capabilities and promoted innovative applications. With support from the Netherlands Office Taipei, ITRI linked TOSIA with European partners, enabling Mu Union Technology and the Netherlands’ Phix to expand collaboration on next-generation photonic chip integration, bridging Taiwan with global silicon photonics markets. ITRI created the iMAS Smart Healthcare Platform, integrating portable devices to realize the “Homespital” model. The technology was transferred to a Foxconn subsidiary and advanced via partnerships with Thailand’s True Digital and TKC for cross-border telemedicine. In 2024, ITRI hosted the High Level Forum Global Innovation Summit in Taiwan with France’s CEA. Leaders from 20 countries gathered under the theme “Innovation Ecosystems for Resilient Society”, showcasing Taiwan’s technology and boosting its global profile. Through overseas offices, ITRI enhances reciprocal talent exchanges by joining key academic-industry events and recruitment fairs. It attracts international interns and sends elite staff abroad for 3–12 months of training, shaping a globalized workplace.
