Catalyst for Industrial AI Integration: Promoting Digital Transformation Across Numerous Industries

As a key driver of techology & innovation and industrial upgrading in Taiwan, ITRI has long been committed to assisting industries in digital transformation and technological advancement. In response to the rapid global development of AI technology, ITRI actively plays a bridging role by integrating resources from industry, academia, and research from within and beyond, inquiring industry demands, and promoting the application of artificial intelligence technology in various industries. In 2018, ITRI took the lead in establishing a cross-departmental "Office of Al Application Strategy," integrating the Institute's AI technological capabilities. Under the dual themes of "Human-Centered x Cross-Disciplinary Innovation" and "Digital Resilience x Net-Zero Sustainability," the office developed innovative AI technologies and applications. It focused on six major development areas: intelligent manufacturing, smart commerce, smart healthcare and elderly care, unmanned vehicles, intelligent system on chip, and net-zero sustainability. Also, the "Gen AI Task Force" and the "AI Transformation Task Force Across Industries" were established to further advance AI applications. These efforts also align with the government's policies on the "Five Trusted Industry Sectors—Artificial Intelligence" and the "Taiwan AI Action Plan 2.0."

In response to the rapid advancements in AI development, ITRI has initiated a comprehensive approach that integrates both internal and external efforts, as well as public-private cooperation. In addition to strengthening its own application foundation, ITRI assists public sector entities and aims to extend AI transformation across industries. Looking ahead, ITRI will continue to strengthen its efforts by promoting interdisciplinary research and international cooperation both within and outside the Institute. It seeks to reinforce its leadership position as a brand in AI technology, elevate Taiwan's AI technology to the global market, and integrate human-centered thinking with technology and innovation. Through AI-driven industrial transformation, ITRI strives to enhance the general competitiveness of Taiwan.

ITRI Drives AI Applications and Industrial Transformation Comprehensively from Three Major Aspects

Establishing a Model Building AI Applications Across the Entire Institute Implementing Transformation Enhancing AI Competency in the Public Sector National Think Tank Promoting the Development of AI Integration in Industries

In response to the rise of Generative AI (Gen AI), ITRI introduced its “GenAI Usage Guidelines” in May 2023 to ensure lawful and secure use, while promoting efficiency through applications across operations. In 2024, 35 sessions of training and exchanges were held to strengthen staff capabilities. To support practical use, the IT Office built an internal Gen AI service platform and shared GPU computing resources.

Gen AI has since been applied in recruitment (processing 10,000+ resumes annually), audits (reviewing 160,000+ entries each year), and meeting minutes (saving 50% of labor across 200 meetings monthly), significantly boosting accuracy and efficiency.

To strengthen the public sector's mastery and practical application of AI technology, a variety of methods including in-person courses, workshops, digital learning, and AI tool implementation training are employed to assist senior officials of the Executive Yuan and colleagues from various ministries in enhancing their AI technology application capabilities. In 2024, over 17,000 civil servants have been trained, and a "Civil Servants AI Learning Blueprint" has been planned to provide systematic learning guidance. This initiative aims to strengthen the digital soft power of the public sector, facilitating more efficient public services and policy innovation. The wave of ChatGPT has swept across the globe, ushering in a new chapter of the Fourth Industrial Revolution. To help Taiwan's industries maintain a firm footing amid this trend, the Institute has reinforced its advocacy for industrial AI adoption since 2023. Through platforms such as summits and ITRI Laureate Meetings, we have focused on strategies and approaches, established the Gen AI Task Force and the AI Transformation Task Force Across Industries; the aim is to build an AI ecosystem and accelerate comprehensive industrial transformation.

Highlight Project | ITRI Develops an AI Ecosystem Across Industries

In 2024, the ITRI Laureate Meeting proposed the "Taiwan's Gen AI Development Initiative for Industries." The laureates expect ITRI to assist the government in promoting the integration of AI across industries and guide enterprises to identify feasible applications and business models. Therefore, ITRI has initiated the planning and development of an AI ecosystem across industries to accelerate comprehensive AI transformation for enterprises. This effort involves accelerating the identification of AI application demands through AI strategies, providing core AI technologies, and serving as a central technology hub through the AI Foundry to create application solutions together. Finally, by leveraging industry resources—including system integrators, industry associations and societies, and industry alliances—the Institute aims to establish the AI Center, a unified industry AI service platform, to assist small and medium-sized enterprises in adopting AI solutions, which enable comprehensive AI-driven innovation across all industries.
