Talent Cultivation

ITRI places great emphasis on talent cultivation and development, and has established management regulations such as the Human Capital Development Regulations and the Performance Appraisal and Annual Appraisal Regulations, with the aim of fostering both technological expertise and professional management talent. By promoting organizational culture transformation and establishing talent development mechanisms, ITRI integrates its three core cultural DNA—Innovative Thinking, Open Communication, and Agile Management—into all aspects of human resource management.

Talent Development System

ITRI’s talent development framework encompasses four key dimensions: Formal Training, Performance Development, Self-Learning, and Knowledge Sharing. This framework addresses the organization’s short-, medium-, and long-term operational needs while ensuring that talent management practices evolve in step with changing requirements. By introducing diverse learning resources and fostering a culture of cross-disciplinary learning, ITRI promotes interdepartmental collaboration in forming project teams to collectively advance talent development and enhance organizational effectiveness. The Institute also actively encourages self-learning and strives to cultivate a Learning Organization. In 2024, the average training hours per employee reached 53.10 hours, representing an 8.59% increase in total training hours compared with the previous year, while the average training investment per employee grew by 3.67%. In addition, 128 employees pursued advanced degrees domestically and internationally, including 106 doctoral degrees and 22 master’s degrees.

Cultivation and Development Program

To address organizational development and cultural transformation, ITRI has created a diverse learning roadmap for employees through various talent development programs, in addition to promoting a cross-domain learning culture.

Dual-Track Leadership Development: Develop leadership and business capabilities across all managerial levels to establish a sustainable talent foundation.

  • Developed learning modules for leadership (People Skills) and business capabilities (Business Skills).
  • Designed the “New Manager Leadership Development” Handbook to empower new managers with leadership competencies and personal development skills.
  • Conducted over 50 in-person training sessions with participation exceeding 6,600 attendees, and facilitated over 60,000 instances of online self-directed learning.

Generative AI (Gen AI) Training: Scale up employee training in Gen AI to drive business efficiency and performance improvements.

  • Promoted compliance with Gen AI usage standards and ethics.
  • Conducted scenario-based prompt application training, covering functions such as operations, marketing, technical R&D, and project management.
  • Organized diverse learning activities, including self-directed learning communities, knowledge-sharing sessions, and business application competitions.
  • Trained a total of 4,796 participants (excluding related activities), with an average course practicality rating of 4.8 out of 5. Follow-up evaluations two months post-training showed that 95% of participants applied Gen AI to support their business tasks.

International Talent Bridge Program/Aspiring Talent Program: Cultivate forward-thinking talents capable of bridging international research capabilities, enhancing technology standards and cultivating global perspectives.

  • Recommended talent to pursue 3-month to 1-year research programs at internationally renowned universities or top research institutions to gain exposure to emerging technologies and applications, enhancing technical expertise and global perspectives.
  • Selected outstanding and promising talents for training at overseas locations to establish connections with international institutions and promote more linkages and cooperation opportunities.
  • In 2024, a total of six elite talents were selected for international training or experience.

New Employee Training

ITRI’s new employee training program is designed to help newcomers gain a comprehensive understanding of the Institute’s core values, culture, systems, and resources, while recognizing the diversity of career development paths and expanding cross-disciplinary networks. The program enables new employees to integrate more quickly into the organization and enhance their sense of belonging. The training includes dialogues with senior executives, allowing newcomers to feel valued by the organization, as well as interactive Q&A sessions that teach precise questioning and team communication skills. Carefully designed team tasks and treasure hunt activities help newcomers familiarize themselves with the campus environment and resources, while promoting interaction and collaboration with cross-disciplinary and cross-campus colleagues.

Education on Sustainable Environment

In 2024, ITRI conducted sustainable environment education training programs covering a wide range of topics, including environmental protection, ecological conservation, net-zero emissions, ISO 14001, and organizational sustainability innovation case studies. The programs accumulated a total of 48,540 learning hours, achieving a 100% completion rate for mandatory annual courses. These efforts have deepened employees’ sustainability awareness and effectively integrated sustainable practices into daily operations.

Highlight Case|ITRI Stronger Learning Competition

To motivate employees’ self-learning and actively cultivate a learning organization, ITRI designed Institute-wide learning activities for the fourth consecutive year in 2024, centered on “ITRI Stronger Learning Competition.” In addition to participation by all employees, staff formed 224 self-organized teams to engage in collaborative learning. Through the distribution of themed learning tasks, teams enhanced their 
learning, shared cross-disciplinary knowledge, and fostered a culture of mutual growth. Compared with the previous year, overall training hours increased by 8.59%, while self learning hours grew by 30%.
